Microsoft® Certificate Server provides the following command line utilities:

CertHier is used to complete installation of a Certificate Authority (CA) hierarchy. For more information, see Installing a Certificate Authority Hierarchy and CertHier.
CertReq is used to submit certificate requests to Certificate Server. For more information, see Creating and Submitting a Certificate Request and CertReq.
CertUtil is used to resubmit pending requests, revoke certificates (more easily accomplished from the Certificate Administration Log Utility), publish certificate revocation lists, retrieve the CA certificates, and perform a variety of other tasks.
